Binance began restoring withdrawals in phases at 06:00 UTC on November 1, 2026. By 12:36 UTC, withdrawals had resumed for all 15 networks and assets in the initial phase. After an initial spike, withdrawal volumes have declined and are stabilising as expected, while deposit volumes have remained substantial.
Between 06:00 and 15:30 UTC on November 1, we processed $4.649 billion in withdrawals and $1.01 billion in deposits, resulting in a net outflow of approximately $3.64 billion. This represents 2.1% of our $171 billion in total assets under management (AUM), based on the latest available Proof of Reserves (PoR) data as of October 28, 2026. A new PoR snapshot was taken at 00:00 UTC on October 31, and zero-knowledge proof (ZKP) computation began. The updated report is expected to be available on our PoR website tomorrow.

We are completing the purchase of the remaining amount by buying token assets through market channels and OTC channels. We are doing this to match the format of the remaining token assets and address any asset shortfalls. This step can take longer because some tokens may have low liquidity and OTC settlement also takes time. We will share more progress as soon as we can.
These figures do not include frozen or protected assets, which remain subject to ongoing recovery and verification. Currently, $3bn has been frozen, with thanks to our industry partners. We are working with partners and law enforcement to recover the frozen assets.We will continue to use company resources to cover confirmed shortfall and will provide further verified updates as recovery efforts progress. Ultimately, all user funds will be verified publicly through our Proof of Reserves.

Investigation update: Our initial investigation suggested that the security incident may have involved a compromised laptop, however our subsequent investigation has uncovered additional points of breach.
This was a complex attack, and we are doing all we can in coordination with law enforcement to resolve it. We are still gathering the facts, and will share more directly as we have them.
Binance will cover all losses from the SAFU fund and the companys funds. User funds are safe.
We are still on track towards the expected timeline to resume the withdrawal service in 45 hours. Deposits remain unaffected.
The outflows ceased when we paused withdrawal service earlier. We are still working with partners to freeze many of the impacted assets, and have frozen around $3 billion thus far.
We will continue to provide further updates through official Binance channels as more verified information becomes available.

The Russell 2000 just broke into price discovery.
For decades, this tracks the PMI business cycle with insane accuracy.
Similar moves have happened in:

DATA: Investors BRACED for deeper sell-off, as put trading hits an ALL-TIME HIGH on THURSDAY.
A record 11.23 MILLION put contracts traded on Cboe, a major U.S. options exchange, on November 5.
Thats nearly 10% ABOVE the previous record.
As stocks fell, more than 112 MILLION options contracts traded across the U.S. market, per Bloomberg.

HUGE: Hundreds of UNCOUNTED votes found on a memory card flipped the lead in a Georgia state House race, Bloomberg reports.
Georgia Secretary of State Brad Raffensperger opened an investigation into why Seminole County failed to upload the cards results on Election Day.
His office flagged the issue after finding about 388 more voter check-ins than reported ballots.
Republican incumbent Gerald Greene was trailing Democratic challenger Harry James by fewer than 100 votes.
After officials added the missing votes, Greene led by 262.
The results are unofficial, with certification due Monday.

ALERT: Taiwan will impose emergency short-selling curbs starting MONDAY, and stands ready to deploy a $15 BILLION fund after the TAIEXs worst week since 2001.
The TAIEX, Taiwans market-cap-weighted benchmark dominated by TSMC, plunged a record 3,737.67 points (9%) intraday Friday.
TAIEX broke below 40,000, hit 37,837.05 and entered a bear market, posting its fourth-largest closing point loss.
As the AI selloff spread from Wall Street to Asia, TSMC fell 4.46% to NT$2,140 in Taiwan on Friday after its U.S.-listed shares sank 10.78% Thursday.
Taiwan will cut the intraday short-sale cap for borrowed shares from 30% to 3% of a stocks 30-day average daily volume and raise the minimum margin requirement from 90% to 130%.
closed $375.44, up $22.34 (+6.33%), on Friday amid the news as the curbs could EASE short-selling pressure on the stock.
Of note, TSMC's revenue also JUMPED 41% to $47 BILLION as gross margin hit 66%, even while the stock slid 26% in a month.

Indonesias banking sector is under ATTACK.
Indonesian banks and financial firms faced roughly 214,000 cyber threats in just 24 hours.
FortiGuard Labs recorded about 350,600 threat detections across Indonesia in the 24 hours to November 7, averaging four per second nationwide.
Banks, insurers and other financial firms accounted for 61% of the total, more than all other sectors combined.
The figures show how often attackers targeted the sector. No bank breach was confirmed by the data.
In neighbouring Malaysia, attackers defaced Bank Rakyats externally managed website on Friday night.
Officials said banking systems remained secure and reported no data theft.

Remember Microsoft Paint?
The app now has a critical flaw rated 8.1 out of 10 that could let hackers use it to run their own code on your computer.
Microsoft says it can be exploited over the network, and "No authentication or user interaction is required."
The company patched Paint in October, then released a new version on Friday to "comprehensively address" the flaw.
Microsoft lists the flaw as not exploited so far.
Paint has been part of Windows since 1985.
To stay safe, update Paint in the Microsoft Store and check you're on version 11.2609.401.0.

ALERT: Binance France to close ALL customer accounts by December 31 as the EUs MiCA licensing requirement forces a wind-down.
The worlds largest crypto exchange told customers its French entity must close their accounts as the EUs MiCA transition period ended before it secured the required licence.
Deposits are already blocked, but customers can still withdraw their crypto until year-end.
The first deadline is November 29.
Customers must withdraw before then to avoid a monthly fee of 0.025% of their remaining crypto balance or 10 USDC, whichever is higher.
After accounts close on December 31, 2026, Binance may convert or transfer any remaining assets under its terms of service.
Binance confirms customer assets remain accessible during the wind-down.

The UK is planning for a "Black Sky" blackout affecting nearly 70 MILLION people.
A Black Sky is when the power goes out for days and takes water, shops and communications with it.
A recent UK resilience summit focused on withstanding one for at least 72 hours, per the BBC.
When floods cut power to 61,500 people in Lancaster in 2015, all of these failed:
1. Lights and heating
2. Some water supplies, which relied on electric pumps
3. The railway station
4. Petrol stations and shops
5. Traffic lights
6. Most cash machines
Which communication systems kept working? Only copper landlines and FM radio.
The issue climbed the agenda after the April 2025 blackout across Spain, Portugal and southwestern France.
The UK's backup plans include:
About 100 BBC staff ready to run an emergency studio with fuel, food and water for at least three days.
Emergency broadcast scripts already online, including how to dispose of toilet waste without flushing.
70 MILLION of government spending to develop high-altitude aircraft for at least a week of emergency phone and internet.
And on January 31, 2027, the UK switches off its copper landlines.
The government says there is no specific threat to the grid, which has never had a complete outage in 75 years.

THIS WEEK: 130 banks across Paraguay, Japan and France had a collapse, an outage or a hack.
The scale of damage ranged from frozen bank cards to a fallen president:
1. Paraguay's ueno bank collapsed, cutting nearly 3 MILLION people off from their savings and costing President Santiago Pea his job.
2. A system failure knocked out ATMs and counters at 128 small Japanese banks for over 5 hours on Friday.
3. Hackers hit France's Crdit Mutuel Arka with fraudulent transactions, though the bank says customers won't lose any money.
4. Hackers stole the personal details of up to 320,118 loan customers from Japan's SMBC Consumer Finance, including driver's license numbers.
5. Hackers breached Brazil's FGC, the fund that repays savers when a bank fails, leaking names, tax IDs and emails.
6. Pix, the payment system most Brazilians use every day, went down for some users on Friday before a quick fix.
Pea is now under house arrest and denies any wrongdoing.
Paraguay has now started paying ueno customers back, with deposits insured up to about $37,000 each.

ALERT: Crypto wallets created with Google or Apple logins are being hit by unauthorized transactions.
Keplr, the main wallet of the Cosmos ecosystem, paused both login options after users reported the thefts.
The incident originated at Web3Auth, the login service owned by MetaMask's parent Consensys, which says it has gone into "maintenance mode due to a security incident."
Web3Auth claimed nearly 50 MILLION users across more than 8,200 apps when Consensys bought it last year, per The Block.
Keplr's co-founder estimates about 20% of its Google and Apple login accounts are affected, but says only "a fraction" of those has been exploited and the rest "may be recoverable."
Wallets created with a recovery phrase or hardware wallet are NOT affected, and Web3Auth says there is no evidence MetaMask users are impacted.

Larry Ellison's Oracle is officially on track for its WORST year since 2001.
Oracle shares have lost 40% in 2026, a deeper fall than in any year except 1990 and 2001 since the company went public in 1986.
The year has unraveled one deal, one downgrade and one sell-off at a time:
1. June: Its annual report showed about 21,000 fewer employees than a year earlier, and said AI adoption has led to job cuts.
2. July: S&P cut its credit rating to one notch above junk over its AI spending.
3. August: The cost to insure its debt against default hit its highest level since the 2008 financial crisis, per Bloomberg data.
4. Nov 2: It raised $20 BILLION, selling 86 MILLION new shares at $116 and bonds paying up to 8.65%.
5. Nov 4: It scrapped a $7 BILLION deal to lease about 100,000 AI chips to Tencent after US pressure, per FT.

More than HALF of the 46 major funds tracked by Bloomberg finished October in the red.
Morgan Stanley says equity hedge funds made their largest active cuts to stock positions last month in over a decade even as S&P 500 and Nasdaq remained in the green.

NEW: U.S. approvals for Nvidia H200 chip sales to China included two firms with vacant listed offices and ties to blacklisted companies, per NYT.
New Matrix and Maginfra were among roughly two dozen Chinese companies cleared to handle the chips. Their role was to assemble them into AI systems.
Reporters found New Matrixs listed Beijing address vacant and linked its owners to U.S.-blacklisted Wise Road Capital.
Maginfras listed office was also empty. Findings confirm that the firm shares personnel and patents with blacklisted Chinese server maker Inspur.
The report adds scrutiny to Nvidias ties to China as House lawmakers seek a Nov 18 briefing from CEO Jensen Huang on his contacts with an alleged Chinese intelligence asset.

LATEST: Former FBI agent pleads guilty to stealing $2.47 MILLION in crypto using wallet credentials the bureau collected in 35 investigations.
U.S DoJ confirms that Patrick Steven Yaroch used his access to FBI systems to make roughly 100 unauthorized transfers, taking crypto from wallets controlled by suspects and foreign adversaries.
He even stole from a wallet the FBI had set up for one of its own operations.
Yaroch laundered the proceeds to pay credit card bills, car payments and other debts.
He also asked ChatGPT where to live in Europe.
After it suggested buying a vineyard in Portugal, he authorized Portuguese lawyers to obtain a tax ID for him and made travel plans.
Yaroch pleaded guilty to wire fraud and money laundering. He faces up to 20 years in prison at his March 4, 2027 sentencing.

U.S. took to X Friday night offering up to $20 MILLION for tips on Irans nuclear sites, just hours before targeted strikes against Iran.
U.S. Central Command shared the State Departments appeal for information on nuclear facilities, equipment and personnel, including where equipment or scientists have moved.
The appeal came the same night Trump confirmed fresh U.S. strikes and Iranian state media reported explosions on Qeshm Island.
Iran has issued its highest level of alert, Code 100, for all armed forces ordering evacuation and dispersal across southern Iran, including a civil defence guidance for scenarios extending to a full-scale war.
Tehran is still weighing mediators proposals as diplomatic efforts for a deal continue.
